The Highworth Neighbourhood Plan was adopted (“made”) at a Full Council meeting on 13th July 2017. The Plan now forms part of the statutory development plan for the Borough and will be used in the determination of planning proposals in Highworth parish. Mr Robert Bryan, BA Hons, MRTPI was appointed as the Independent Examiner and all comments received at the Local Authority publicity consultation were passed on for his consideration.
The Examiner issued his Report into the Highworth Neighbourhood Plan on the 22 February 2017. He concluded that, subject to modifications, the Highworth Neighbourhood Plan will meet the necessary basic conditions (as set out in Schedule 4b (8) of the Town and Country Planning Act 1990 (as amended) and subject to these modifications being made may proceed to referendum.
On the 6 April 2017 the Swindon Borough Council agreed that the Submission draft Highworth Neighbourhood Plan, as modified in line with the recommendations of the independent examiner, met the Basic Conditions as set out in Schedule 4B of the Town & Country Planning Act (1990) (as amended by the Localism Act 2011) and authorised a referendum to take place.
A referendum on the Highworth Neighbourhood Plan was held on Thursday, 25 May 2017 in Highworth Parish (Highworth Town Council area). It was conducted in accordance with procedures which are similar to those used at local government elections.
The question asked was:
‘Do you want Swindon Borough Council to use the Neighbourhood Plan for Highworth to help it decide planning applications in the neighbourhood area?’
70% of those who cast votes in the referendum voted in favour of a YES.
